Should Holy be limited to only LG characters?

Holy is only allowed by LG characters. The reasoning is holy is something an ability that screams "I am the epitome of all that is good and righteous!" It does not make sense that character alignments other than LG can use it.
Example: Joe the true neutral rogue is only fighting for the money as mercs do. He has nothing against the LG paladin he just thrust his holy rapier through. It just business.

This description of the rule is different from the way we have implemented the rule in the past. In the past you had to be either a paladin or a good aligned cleric to have a holy weapon. The rule as written above would allow a rogue to have a holy weapon as long as the rogue's alignment is Lawful Good.
Was that the intent?
Also, since Holy = Good and has nothing to do with Chaos or Law, it should be limited to any good alignment not just LG.

I had a different way of dealing with this problem but it might be too complex to be used.
My thought was to have all holly weapons be intelligent and only work if the wielder is acceptable to the weapon. It would be up to the GM to decide it the holy works or not depending on circumstances. Paladins and good aligned clerics, cavaliers, inquisitors etc. would expect the weapon to work all the time. Good aligned rogues, barbarians, etc may have it work some of the time. For neutral characters it would only work if they are making some kind of really good action - protecting kids, risking their life for a comrade, etc.
It would really be up to the GM to make these decisions which may be too complicated, like I said at first.

In the Shackled City was were we first encountered the problem. In that campaign, the primary foes are evil outsiders. What we encountered was that all the PCs (regardless of alignment) were making their weapons holy. This made extra to hit and damage against most of the enemies. So we house ruled that we were limiting it to LG paladins (and maybe clerics or monks) after the campaign died. During this campaign, I also worked it that if you had holy, you projected holy, and thus were subject to protection from good or other spells that effected good characters (even if the player was N).
I would be willing to also allow NG clerics as NG is pure Good.
So, LG Paladins, Monks, Clerics, and Oracles. NG Clerics and Oracles.
Maybe add any PrC class that fights evil.

So what is the ruling on holy weapons? Lawful good or good period.
