proposed change to Master craftsman

Here is a proposed change to master craftsman.
To put the actual spell into the item, a person with the spell on their list must cast the spell into the item. The person casting the spell must either know the spell (spontaneous casters) or have it memorized (per day casters). If that option is not available they can hire an npc to cast the spell for them at normal npc spellcasting costs.
If the player with Master Craftsman has ranks in UMD they may attempt to use a scroll to put the item in. (maybe allow UMD as a possible prereq as well as craft or profession.)
Does this look ok to put up for a vote or does anyone have a proposed change to it?
