The party is informed by a court scribe that there are two halflings here to speak with them.

We'll see them but first have the scribe get their stats: who they are, where they are from, who they are representing, what is this audience regarding, etc.

"They say they are from Brevoy and that they are representing themselves. They appear to be husband and wife. They are intersted in building a city in the west Greenbelt and would like your permission. They wanted me to say they have no intention of competing with you."

That is the area of the stolen lands you are exploring. It got its name because of all the trees.

"Hello Hello!" He says as he and his wife are escorted in to the party.
He does a graceful bow as an excited smile spreads across his face.
"It has been a dream of mine to build a city out here since I started adventuring. It has neve rbeen safe, though. You have made that happen. Now that I am retired from adventuring, I would like to build the city of Tatzlford. It will be along the skunk river where the Tatzlewyrms used to live!"
He huridly adds "we have no intention of competing with your fine city here. In fact, if you ever expand our way we would love to be included in your kingdom! We are not asking for any resources, just your blessing."
(OOC) what this means for the kingdom building rules is that, they start to build a city. If you expand your kingdom by claiming hexes, you could later annex the Tatzleford into your empire. See the image in the file section for more information.

(OOC) Is annexing a developed hex, one with either a city or roads or farms, different from annexing an undeveloped hex? Is there a different cost in BP or a mod to Stability or Loyalty bonus?

(Ooc) to claim a developing city peacefully you need to make a stability check. Failure increases unrest by 2d4 because of radicals and upstarts in the town. Success add any benefits from buildings to your roles as well.

The area you've chosen is all swamp and forest, making it expensive for building roads and farms. While we don't currently claim any of the forest areas, we do consider the woods a part of our kingdoms natural resources. We would not object to the harvesting of those resources - in moderation! - but we would not want to see large areas clear cut to make room for farms.
In addition, a boggard (") kingdom (") just north of that area is a possible threat, as well.
Perhaps you'd consider a different location or is there something my analysis overlooked?"

"There is this area by the frog pond. I hear the skunk river smells like.. well.. a skunk, but There are ways around that problem. We could go to the east to plant a farm. Nothing big mind you. Plus I see that it has hot springs.
My wife here would love that." he says with a smile as he nods to her.
"And we love the forest. We would never dream of clear cutting anything! We want to live with the trees!" he says excitedly.
(OOC:) I think I said they were halflings. I'm changing them to gnome. I read somewhere that gnomes have something to do with the first world. It fits better I believe I read that in the description for the newly announced advanced race guide. They do not know anything about the wierd first world things you have encountered. It just feels comfortable to be here.
